3. REQUIREMENTS
3.1 Materials.- Materials used in the construction of the soldering torch kits shall be as
specified herein. When materials are not definitely specified, they shall be of good quality normally
used for the purpose in commercial practice. All materials shall be new and unused, and free from
any defects or imperfections which might affect the appearance or serviceability of the soldering
torch kits.
3.2 Design and construction. - The torch kits shall be so designed and constructed as to be
convenient to operate and entirely adequate for the purpose intended. All parts subject to wear
shall be readily accessible for adjustment or repair. Construction shall be free from any defects
or characteristics that may render the torch kits unsuitable or inefficient for the purposed Intended.
3.3 Interchangeability. - All replaceable parts shall be manufactured to definite standards,
tolerances, and clearances in order that any such part may be replaced without requiring modification.
3.4 Identification marking. - `Me torch kit unit and carrying case shall be marked in a plain and
permanent manner with the manufacturer's name or trademark of such known character that the source of'
manufacture can be readily determined.
3.5 coating and plating. - All major components hating corrosive metal surfaces shall be provided
with a protective coating or plating.
3.6 painting. - The torch kit carrying case and propane gas cylinder shall be properly cleaned
and one coat of good grade of enamel or lacquer shall be applied as a finish coat. The color of the
paint shall be the manufacturer's standard shade.
3.7 Soldering torch kit. - The soldering torch kit shall consist essentially of l disposable
fuel cylinder (fully loaded), burner unit, pencil burner head, utility burner head, soldering tip,
flame spreader, flint lighter and carrying case.
3.7.1 Cylinder. - The fuel cylinder shall be of the disposable type (nonrefillable). The
cylinder shall conform to 49-CFR-71-90 Interstate Commerce Commission Rules and Regulations for the
Transportation of Explosives and Other Dangerous Articles, or shall be made in accordance with special
permit issued by Interstate Commerce Commission for use with liquefied petroleum gas. The cylinder
shall be furnished with a sufficient quantity of propane gas to last up to 14 hours on pencil-flame
and up to hours on blow-torch flare?. The neck of the cylinder shall be provided with a l-inch
